WHO determines when the pandemic is over?

I was just listing to a discussion on the website of WHO, and they talk about some very good things, mainly who (not a play on words) and when will the pandemic cease to rain havoc upon the population? When you listen to the people in the organization of WHO (the World Health Organization), or you hear the views of MWCOG (Metropolitan Council of Governments), or the CDC (Center for Disease Control) it makes you wonder which one has the correct information. I say the best consumer is a wise consumer and will make the best choice.
